By 1918, the county was gaining population at a rate that the current courthouse could not accommodate. The larger brick structure was being built to serve all the residents of Payne County. Robert Lowry (left) and Chris Holzer (second from left) were helping lay the cornerstone at the new courthouse at the southwest corner of Sixth Avenue and Husband Street. Lowry was quoted as saying, âExcept earthquake, cyclone, or bombardment . . . the papers entombed today will not be viewed again for hundreds of years.â
